Alajuela Constructs
Boulevard Without
Permits
The construction of the
pedestrian boulevard in
the centre of Alajuela
is being done without
authority of the
Ministerio de Obras
Públicas y Transportes (MOPT),
according to the
vice-minister of the
MOPT, Pedro Castro.
The revelation was made
following a complaint
presented by José Pablo
Urbina, a resident of
Alajuela, last week.
Urbina charges that the
work that would create a
pedestrian walkway in
downtown Alajuela,
similar to the
pedestrian boulevard of
downtown San José, does
not have the technical
studies nor the required
permits for the work to
be carried out.
"I am not opposed to the
work, but, simply that
the municipality
requires us to comply
with the law, it should
do also", said Urbina.
According to José Manuel
Salazar, architect for
the municipality, the
Dirección General de
Ingeniería de Tránsito
has been duly informed
and kept up to date with
the work.
The architect explains
that the information is
only to keep the
Tránsito department
informed of the road
closings to carry out
the work and that under
rule 2929 de Ingeniería
de Tránsito, it is an
implied permit.
However, Junior Araya,
director del
departamento de
Ingeniería de Tránsito,
maintains that there can
be much communication
between the two, the
municipality still needs
a permit authorizing the
construction of the
boulevard.
The mayor of Alajuela,
Joyce Zürche has yet to
