Venezuela Reforming Popular Councils
Caracas - The
Reform of the Popular Councils Law has begun
in Venezuela with the registration of people
in charge of informing, debating and
consulting the law, a legislative source
reported.
According to the chairman of the Permanent
Commission of Citizen Participation,
Decentralization and Regional Development,
Deputy Dario Vivas, workshops will not only
include norms of content but also inform
them on how to gather proposals.
Also, he added, material will be given
designed for the members of the Community
Councils to clearly and understandably write
down their proposals.
We have assumed the objective of contacting
the 30,000 Community Councils that are
already registered in the Ministry for
Communes, Vivas informed.
Recently the Ministry for Communes informed
that 31,000 Community Councils function in
Venezuela as a result of official policy to
favor local economy and broaden
participation of the population in
administrative management.
The projects are backed by the Autonomous
Service National Fund of Community Councils
that will set aside 4 billion bolivars
(about 1.850 billion dollars). Also, the
Foundation for the Development and Promotion
of Communal Power and the Fund for Micro
Financial development will finance 23,000
Communal Banks.
The development of these communes is
included in the socialist projection of
President Hugo Chavez and is also considered
an element to confront difficulties caused
by the world crisis without reducing social
investment.
The commune is a geographic unit that, with
the support of the authorities, assumes from
productive projects to confrontation of
problems such as garbage collection,
drinking water supply or confronting
violence.
