MSP Disorganized, Investigation Reveals
Organizational problems plaguing the Ministerio de Seguridad Pública (MSP) is forging one of the most important government agency to invent work position that do not exist in law.

At least that is the revelation of an investigation by the MSP and the Escuela de Ciencias Económicas de la Universidad de Costa Rica (economic sciences department of the UCR).

The department's head, Mayela Cubillo, says that the problem is not new, citing that one of the many cases involves naming Milton Alvarado as sub-director of the Guardacostas (coast guard).

Cubillo states that Ley 8000 do not establish any such post for a sub-director.

According to the vice-minister of seguridad, Gerardo Lascarez, though has other duties, continues to be second in command at the guardacostas as the organization faces increased drug trafficking in Costa Rican waters.

The UCR investigation is not only of the Alvarado appointment, but cites many other such cases, and its objective is to offer some recommendations to reorganize personnel within the MSP, eliminating some posts and creating new ones.

The investigation is ongoing with the first phase being ready in October, which will hopefully hand the MSP minister a new organization model and reforms to the police organization.
