So, with president Oscar
Arias, under doctors'
order to keep quiet for
the coming weeks, who
heads the cabinet
sessions?
vice-president, Laura
Chinchilla, said
yesterday that the order
to rest his voice does
not mean that the
president cannot sign
documents and take part
in discussions.
According to
constitutional lawyer,
Fabián volio, the
president can lead the
cabinet sessions without
have the necessity to
speak, he can offer his
opinions in writing.
Volio added that cabinet
decisions are not made
up only that of the
president and he can
delegate the
administrative function
of the sessions to say
the vice-president.
Chinchilla has already
been accustomed to
taking Arias' place at
the head of the
government, like being
acting president while
Arias was in the U.S.
for medical treatment,
and will represent Costa
Rica in the upcoming
Presidentes de
Centroamérica summit
that will be held in El
Salvador on May 28.
According to doctors, if
the president wants to
fully recuperate and
avoid surgery he has to
completely rest his
voice for the next four
