The Costa Rica Consensus
The Minister of Foreign Affairs
Bruno Stagno presented to a team
of United Nations experts, in
New York, the so-called Costa
Rica Consensus, an initiative of
President Dr. Oscar Arias to
promote investment in mid-income
nations.
“Costa Rica believes that the
time has come for the
international community to give
incentives not only to nations
that spend in an orderly fashion
but also to those who do so in
an ethical fashion,” Minister
Stagno said.
The proposal is aimed at getting
developed nations to establish
mechanisms to write off debts
and direct funds to countries
that invest more on the people
than on arms and troops.
Education, security, housing,
and employment are at the top of
the list of the areas for
investment quoted by Mr. Stagno.
