ICE Objects To Internet Cafes
If the Instituto Costarricense de
Electricidad (ICE) had its way there would
be no "internet cafes" in Costa Rica, unless
they are operated by ICE.
At least that is what the institution
pretends in objecting to the newly created
telecommunication's body, Sutel, giving out
permits to internet cafe operators.
ICE has made a formal objection to the
Superintendencia de Telecomunicaciones (Sutel)
issuing a permit to two internet cafes in
Heredia, whose owners are now faced with the
task of formally responding to the ICE
objections.
But the ICE objections are just targeted at
internet cafes. Last week ICE presented
objections to allowing competing firms in
the IP (Internet Protocol) sector, competing
with ICE for internet and telephone
services.
ICE has made it clear that it will use any
and all legal objections it can to stall
competitors from entering the
telecommunications market and operators,
small and large, are getting caught in the
middle of a fight between the country's only
telcom and the regulating body.
Currently there are some 1.800 internet
cafes all over Costa Rica. Last March the
Sutel began requesting basic information
from the operators in the process of handing
out permits of operation.
So far only seven have applied for a permit,
according to the Sutel.
