El Salvador: Law Blocked
Despite Rising Child Abuse
San Salvador - The Law
for a Comprehensive Protection of Children and Youth is at a
standstill in El Salvador, while one single clinic tended 235 child
abuse victims in 2008.
La Prensa Grafica daily denounced dissent over the draft bill
although its debate and drafting involved some legislators.
Meanwhile, Bloom Hospital in San Salvador denounces a raising number
of abuses:18 were admitted with firearm injury, two more than in
2008. Five cases were reported in 29 days in January 2009.
The hospital's Social Pediatrics Ward rated 141 such cases of
negligence since the parents had a neglectful behavior that put
their health at risk.
The third-level center also tended 30 children victims of sexual
abuse and eight blamed to parental neglect.
The psychological aftermath are harder to treat in those cases many
of which are to be blamed on the parents or any other adult relative
of the victims.
The children are most times caught in family disputes and domestic
violence, which are common in Salvadorian homes where female murder
rate climbed to 2,402 from 1999 to September 2007.
Female human rights advocates assure that the authorities do not
adopt measures to fight and eliminate the crimes against the sector
and that usually threaten the children's right to a safe life.
Soaring abuse, rape and murder denounces are usually overlooked,
said the representatives of Las Dignas, a Feminist Organization for
Peace and the Melida Anaya Montes Association Movement.
