Recope Sold Inferior Asphalt
One of the reasons for the poor conditions of the roads in Costa Rica may be the poor asphalt product distributed by the Refinadora Costarricense de Petróleo (Recope).

The Autoridad Reguladora de los Servicios Públicos (Aresep) - government regulator - says it has detected deficiencies in the ashphalt product that is solely distributed by the state refinery to municipalities and construction companies to pave roads.

Aresep officials say that the sample taken last August showed that the product is below the standards set by the government. The report reveals that the asphalt has viscosity higher than the established, which makes it much more fragile and prone to cracks.

Fernando Herrero, the Regulador General, said that an administrative procudure will be opened against Recope to ensure that the refinery corrects the anomalies and adheres to the techinical specifications.

Herrero added that the procedure will also an order against Recope to return overpayments. In addition, Recope could face a fine.
