Telcom Regulations Ready
The law that that breaks
the Instituto
Costarricense de
Electricidad (ICE)
monopoly on
telecommunications in
the country, the Ley de
Telecomunicaciones, the
regulations regulating
telecommunications and
the creation of the
Superintendencia de
Telecomunicaciones (Sutel),
is ready.
Copies of the text
containing the 12
regulations governing
telecommunications now
has to be distributed
and public discussions
to be held so that
changes and corrections
can be made before they
go into force.
The process is expected
to be completed in the
coming months so that
the Ley de
Telecomunicaciones can
go into effect by the
end of the year.
Once that process is
complete, the Ley de
Telecomunicaciones and
its regulations has to
be published in the
official government
publication, La Gaceta.
Once published, the ICE
monopoly on
telecommunications in
the country will be
officially over and
competition can then
begin operations of
offering cellular and
internet services,
competing directly with
ICE.
