TLC To Be Signed Into
Law Next Week

November, Costa Rican
president, Oscar Arias
Sánchez, will place his
presidential signature
on the Tratado de Libre
Comercio (TLC) - free
trade agreement with the
United States -
according to the
ministro de la
Presidencia, Rodrigo
Arias.
The signing of the
document will be part of
the cabinet session that
will be held publicly at
the Melico Salazar
theatre in downtown San
José.
The signing will be a
historic moment as the
TLC will be the first
law that country will
enact that was approved
by the people by way of
a public vote last
October 7th.
The referendum asked
Costa Ricans to decide
between "si" or "No" on
the trade issue, the "Si"
winning by margin of
50.000 votes.
Minister Arias, brother
of president Arias, said
that the legislators,
members of the Poder
Judicial (Courts), the
TSE (elections
tribunal), Contaloría,
Defensoría, public
institutions and
representatives of
society will all be
present for the event.
The president's
signature comes at a
time when the
Legislativa Assembly is
moving slow to approve a
series of "parallel"
laws that are called
indispensable,
fortifying the national
institutions like the
INS and ICE against the
coming of foreign
competition.
