Panama's Regulator
Imposes us$500,000 in
fines on Movistar
Panama's public services
regulator Asep has
imposed two fines of
us$350,000 and
us$150,000 on local
mobile operator Movistar
Panamá, of Spain's
Telefónica, for two
service faults dating
back to last year, Asep
said in a statement.
The us$350,000 fine
corresponds to an
interruption that
occurred on March 21,
when the company's GSM
network went down for 36
minutes and its TDMA
service for 126 minutes,
affecting 562,842
clients across the
country.
The us$150,000 fine is
for a break in service
for a total of 36 hours
that occurred between
September 30 and October
3 in the company's
prepaid platform.
Asep formally sanctioned
the company in January
of this year, but did
not set fines at that
time.
The regulator justified
the sanctions on the
grounds that the
interruptions amounted
to a breach of contract.
Movistar's concession
specifies that the
operator must deliver
uninterrupted service to
its clients.
