Immigration Asked To Refund
Overcharges
Though most of the new
regulations contained in the new
"Ley de Migración y Extranjería"
that came into effect, mainly
due to lack of resources, both
financial and manpower, one new
rule is in force: the cost of
processing a new passport.
Legislative deputy, Evita
Arguedas, is charging the
Dirección General de Migración y
Extranjería for charging us$26
more to the Tico passport.
According to the legislator, the
immigration service is applying
the new "impuesto fiscal" (tax)
of us$30 to the cost of
obtaining a new passport.
Arguedas is threathening to
bring the case to the Sala
Constitucional (Constitutional
Court) if the immigration
service continues with the
practice.
Arguedas charges that when the
new immigration law came into
effect on August 12, the us$26
should have been dropped and
charge only the us$30 tax,
instead of the us$56 the
immigration service is currently
charging Costa Ricans to obtain
a passport.
Arguedas, head of the Movimiento
Libertatio (ML) party has sent a
letter of her demands to the
Ministro de Seguridad Pública,
Fernando Berrocal, for an
immediate withdrawl of the us$26
charge. In addition, the
legislator is demanding that the
immigration service make a
refund to all those who were
charged the higher amount.
The legislator argues that
immigration officials are
incorrectly interpreting the new
law, specifically article 249,
and is overcharging for its
services.
