"Sniffer"
To Uncover Pedophile Content in
Emails
Those sending and receiving
child pornography by email now
have a enemy known as "sniffer",
a computer program that can sift
through email files, detecting
pedophile content, both images
and text.
A "sniffer" is a computer
software that is able to review
the contents of emails and
detect specific information. The
government of Great Britain has
made the software to the
Radiográfica Costarricense (Racsa)
to help it fight child
pornography, that is a global
problem.
For the time being the "sniffer"
program in the trial stage.
Racsa hopes to have the system
operational in a few months.
Rob Wall, a British specialist
in the fight against child
pornography, said "the internet
has no limits. For example,
pornographic photos of children
made in Britain and easily
appear on web pages around
Europe and then be accessed by
pedophiles around the world."
Email is one way for pedophiles
to distribute child pornography
between them and is more secure
and harder to detect that of
content posted on a website.
In Costa Rica, Racsa is one of
two options that provide
internet connection (ICE is the
other).
According to Christopher
Richardson, in charge of
controlling abuses emails at
Racsa, there are currently 165
pages blocked that cannot be
accessed by its 1.2 million
customers in Costa Rica.
When it comes to child
pornography, Racsa has the right
to control access without
violating the rights contained
in article 24 - the right to
privacy and freedom of
expression are protected - of
the Constitución Política
(political constitution).
The advantage of the "sniffer"
program is that it does violate
article 24 and will become an
important tool to review the
some 3 million emails that pass
through Racsa's servers on a
daily basis.

For the time being, there are a
number of "filtering" websites
that control the access to
pornographic material on the
internet, while some offer tools
to avoid children from receiving
such content.
