Obtaining a cellular line in
Costa Rica is not easy, it means
waiting for when the state
monopoly on telecommunications,
the Instittuto Costarricense de
Electricidad (ICE), has lines
available and then waiting in
day long lines, hoping there is
one by the time you get to the
counter. Such was the line all
day long at the ICE Pavas office
yesterday.
