DIS Deputy Director escapes charges after drunken crash in Escazu

May 30th, 2013 (InsideCostaRica.com) The deputy director of the Directorate of Intelligence and Security (DIS), Jorge Torres Carrillo, agreed to pay 400,000 colones to the benefit of four children’s health institutions after admitting that he was drunk when he collided with a stopped vehicle in Escazu earlier this month.

 

Torres also agreed to perform 200 hours of volunteer work at the Escazu Red Cross, and speak to people with alcohol problems once per week.

 

In so doing, Torres will evade charges of reckless driving while intoxicated, for which he could have faced one to three years on prison.

 

The district attorney said that Torres drove with 2.04 grams of alcohol per liter of blood, nearly triple the legal limit of 0.75 grams per liter.

 

Torres proposed the “alternative measures” to the charges after making an apology, which was accepted by the district attorney and Judge Hugo Vargas.

 

The judge said that the court would verify Torres’ compliance with the agreement for a period of two years before the final dismissal of the charges.

 

Torres was arrested on the evening of May 19th in San Antonio de Escazu, after colliding with a stopped vehicle from behind.  Torres refused to take a Breathalyzer test at the scene, but was later made to submit to a blood test.

 

During the hearing, Torres’ attorney said that Torres had paid 1.7 million colones to repair the other vehicle involved.

 

Torres has had seven traffic offenses recorded since 1999.

    So he ponies up $800.00 to the poor. Pays or his insurance paid for repairs. Now Gives a few speeches. Keeps his drivers license and Job as nations security. Humm IF I did this here I wonder what would happen too me. Justice for some a slap on the wrist for others ruin them and being sued. I guess the Costarricenses here all figured this is about what would happen. What no rehab?/

      After talking with a few guys about this. Refusing breathalysers at the scene of arrest and destroying property.. Lucky no one was injured or killed. He can “”Torres proposed the “alternative measures” to the charge..”" Well my question then can you take this case and say we all want the same treatment and the rules in getting points against your license no longer apply?? Just a weird way to look at the laws here. Apology=forgiveness with some higher ups in Government the rest of us Look out. Two sets of classes here in CR those connected and the rest of us.

    This is totally over the limit! Another case of a slap on the wrist and the politician perpetrator skates without suffering the full consequences of his crime. Everyone is talking about corruption in the government — why not start with fighting this by making a public example of this, so as to make others think twice before betraying the citizens of this country who look toward their elected leaders to set a noble example of proper conduct for us all.
