Former Costa Rican president Miguel Angel
Rodriguez (1998-2002) is again a free man. Free to
travel, free of not having to sign in at the
Tribunales every 15 days, as judges of the
Tribunal Penal de Apelaciones have removed
all measures against him in the case of PWS
reinsurer. Last year, the same court had
removed all measures against him in
the ICE-Alcatel case.
However, the former president continues to
be investigated, but never charged, in both
cases for allegedly taking a payoff.
In the case of PWS the Fiscalia alleges that
some us$706 dollars were paid to the
Panamanian corporation Denise S.A., tied to
the former president. A report by PWS
lawyers indicates that a series of six
payments were made to Denise S.A.
Rodriguez rejects the accusations and says
he never received any monies from PWS and
has no relationship to Denise S.A.
"I am pleased and grateful. This
makes me believe more and more in our
judicial system,
although I still have a long way to go to
demonstrate my innocence, but I am sure I
will come out winning", said Rodriguez.
The former president has maintained that he
has been persecuted and his rights violated
since he returned to Costa Rica voluntarily,
after stepping down as the Secretary General
of the Organization of American States
(OAS), in October 2004, to face the
allegations of the ICE=Alcatel case,when he
was taken into custody at the San Jose
airport and held in a jail cell at the La
Reforma prison under "preventive measures",
while the Ministerio Publico investigated
the case.
In the five years no charges against the
former president have been laid in that case
and the PWS allegations came into light in
2007.
