Scantily Clad Woman Distributing Flyers Cause Traffic Congestion in La Uruca
With short skirts, tight shorts, exposed cleavages and with suggestive poses, a group of young women distributing promotional material are causing traffic problems at the radial La Uruca.

The women are hired to distribute flyers to motorists stopped at the traffic lights, who are easily distracted by the suggestive movements.

Using pretty, scantily clad women to distribute flyers, sell lottery tickets and merchandise by the roadside is nothing new.

The La Uruca location is the same location where some years back young women would expose their breasts to motorists for ¢1.000 colones. In that situation authorities were able to stop the young women from exposing themselves.

The girls place themselves in mid traffic, attracting the attention of drivers who slow down to get a closer look, causing traffic backlogs at the intersection that is already congested with the amount of daily traffic.

The girls are out early in the morning and are still in action by noon.

The viceministra de Transportes, Viviana Martín, says there is nothing they can do to stop the practice as there is no law that can obligate their withdrawl or even be fine notwithstanding that the young women expose themselves to being hit by a vehicle or can cause a traffic accident.

Although officially she cannot do anything, Martín said that she will co-ordinate efforts with other authorities to dialogue with the women and persuade them to not expose themselves to the danger.

Martín added that in the event that a driver were to hit one of the women, the driver could possibly not be faulted or held responsible as it would be the fault of the pedestrian crossing the highway.

In one of the cases the young woman is 17 years of age and Martín is asking the Patronato Nacional de la Infancia (PANI) - child welfare agency - to intervene in that case. Martín assured that the Fuerza Pública (police) and the Policía Municipal de San José will be asked to intervene.

Although the La Uruca radial is the focus of attention of the authorities, other locations around San José have also been a target by marketers who use sexy women to get the attention of drivers to promote their merchandise or service.

The defunct lottery 21 de la suerte was one promoter who used loud music and scantily clad women at major intersections all over San José to sell lottery tickets. Along Avenida Central and the other pedestrian walkways in the downtown core, scantily clad women walk up and down the Avenidas distributing flyers, as well as retailers who post sexy female employees at the front door to attract customers.

Elsa Garabito, who identified herself in charge of Multiservicios La Macha, the company that hired the women at the La Uruca location, says the form is very effective and defended that the traffic jams in the area are the fault of her girls.

The woman said that her own daughter works distributing flyers and of the underage girl, Garabito said that the young girl has the permission of the parents to be there.

"They do not always stand in the middle of the road, what I tell them is to stand at the side of the road", said Garabito.
