Legislators Delay SUTEL
Appointments
The appointment of
boards members of the
newly created
communications
superintendancy - the
Superintendencia de
Telecomunicaciones (SUTEL)
- that will regulate
telecommunications in
the country, are
practically a shoe-in
following yesteday's
fillibuster of
legislators, the
majority of whom did not
show up for session,
forcing the president of
the Legislative Assembly
to declare a
"no-session" day.
Much debate has
surrounded the
appointment of Vanessa
Castro, a former
legislator; Carlos
Gutiérrez, an economist;
George Miley Rojas, an
engineer; and Juan
Manuel Quesada, a
lawyer.
Critics of the
appointment question
that the four have the
required fives
experience in
telecommunications.
According to the new
regulations surround
telecommunications,
SUTEL board members are
appointed by the
government and ratified
by the legislative
assembly. A failure of
the legislature to
ratify the nominations,
the appointments are
confirmed by default.
