My Cell Phone Doesn't Work. Blame ICE.

The Instituto Costarricense de Electricidad (ICE), the state telecom, said that it will be making improvements to its GSM cellular network in the coming weeks, and that temporary suspension of service may be common.

More than the current service problems.

ICE says that work crews will be working between 7pm and 11pm and coverage may be suspended up to 30 minute intervals.

For instance, tomorrow (Thursday 28 May) service in Alajuela will be affected, Saturday in Puriscal, Mora, Turrubares, Orotina and Puntarenas.

Next week service will be interrupted in Cartago and San José, the week following in Heredia.
