For High School Students Proposed
High school students will not have to pay
bus fare if legislators approve a proposal
spurred by Liberation legislator, Federico
Tinoco, who says the plan is to give lower
middle and lower class families a break in
the expenses, by eliminating the cost of
transportation to and from school for their
children.
Tinoco added that the plan will also reduce
the number of children abandoning school,
reducing the pressure on parents who have a
difficult time affording the cost of
transportation.
The legislator said the plan would be
somewhat similar to the current plan between
the Caja Costarricense de Seguro Social
(Social Security) and the Consejo de
Transporte Público, for seniors who do not
pay for public transport.
The proposal "Programa de Pasaje Escolar
Gratuito" would be administered by the Fondo
Nacional de Becas (Fonabe), who will be
responsible to provide students with an ID
card and regulations for the free use of
public transport.
The program would not necessarily be
available to all students, only to those
students who can demonstrate their financial
assistance need and face abandoning their
education.
The free passes could be used on a 24 hour
basis, seven days a week, including vacation
periods.
Tinoco said that he is hopeful that the
Poder Ejecutivo (government) will adopt his
proposal quickly and get it before the
legislative floor to alleviate families of
the negative consequences of the economic
crisis.
