Vehicles owners with the license plate
ending in 7 will be the first to feel the
effects of the new vehicular inspection
regulations that upgrades some 40 items from
"leve" to "grave". The Ministerio de Obras
Publicas y Transportes (MOPT) has been
working on a revised inspection manual that
will in effect in July.
Riteve SyA is the authority responsible for
enforcing the regulations come July, as
vehicles pass through the Riteve inspection
lanes for an annual check.
Some of the items that pass from the "leve"
(light), a condition that is noted on the
vehicle's inspection certificate, but passes
the inspection to "grave" (serious) which
fails the inspection, is polarized or tinted
windows.
Come July only the side windows of a vehicle
can have the tint film applied. All vehicles
with their back window tinted will fail, as
well as vehicles with the front window tint.
Currently the rear tint is a "leve" and the
front window can be tinted above the
windshield wiper line.
The item has been a question of controversy,
as the Riteve passes the vehicle's
inspection with tinted windows, however,
Transito officials continually fine vehicles
with their rear windows tinted. The fine is
for ˘5.000 colones and comes under the
"obstruction" section of the traffic
regulations. Factory tint applied to any
window is allowed.
Another change is the use of oversized
wheels. The new regulation will prohibit any
type of wheel that protrudes out of the
vehicle's body line. The regulation also
applies to bumpers and any additions to the
vehicle that is outside of the original
vehicle dimensions.
Using headlight colours other than the white
headlights will also fail an inspection.
Some vehicle owners have installed the blue
"neon" type of headlights, which currently
go unchecked by the Riteve inspectors.
