Concludes Arguments Before World Court Over
San Juan Dispute With Nicaragua
In its final days of oral arguments to the
International Court of Justice (known
colloquially as the World Court or ICJ) at
the Hague, Costa Rica told the magistrates
that Nicaragua has an obligation to allow
the flow of Costa Rican vessels along the
San Juan river. Nicaragua will have an
opportunity to make its closing statements
later this week.
The two countries are before the world court
over a dispute of navigational rights of the
San Juan by Costa Rica, impeded by
Nicaraguan officials.
The dispute began in the 1980's, escalating
in the 1990's and coming to a complete
stalemate in 2005, when Costa Rica decided
to take the case to the world court after
conversations that began in 2002 to resolve
the dispute, failed.
Vice-chancellor, Edgar Ugalde, said
yesterday that he has all the confidence
that the court will rule in Costa Rica's
favour and that it will lead to peaceful
relations between the two countries.
Following the conclusion of the oral
statements by both sides, the international
court will then decide on the dispute, a
decision that is binding on both parties.
The decision is not expected for several
months.
