The Ministra de Obras Públicas y Transportes,
Karla González, confirmed yesterday that she
has signed the new decree that brings back
the vehicular restrictions of San José.
The ministra said that is required now is
the signature of Costa Rican president,
Oscar Arias, and the publication in La
Gaceta, which is expected in the coming
days, which could see the restrictions of
San José in place as early as Monday.
González explained that a study by the
Ingeniería del Tránsito del MOPT titled "“Evaluación
del Impacto Producido por Eliminar la
Restricción Vehicular por Número de Placa en
San José”, revealed that traffic congestion
in the downtown core of San José has gotten
worse since the restrictions were lifted by
a court decision.
The ministra said the report indicated that
it took 17 minutes more to circulate San
José in the past month with no restrictions.
The vehicular restrictions of San José was
deemed null an void by a ruling of the
Constitutional Court on June 12, siding with
a complaint filed by the former director of
the OIJ, arguing that restrictions infringed
on his liberty of movement.
The new restrictions, according to ministra
González, will be basically the same as
before - Monday to Friday, from 6am to 7m
and the same boundaries and the last digit
of the license plate to control circulation
of San José.
The decree, although basically the same as
the one struck down by the Courts, is new
and cites public interest as the basis of
the enactment.
