Before he departed for France in an official visit, Lula said the effects of the economic crisis are more serious in poor countries, especially in Africa, Central America and the Caribbean.

He stated that rich nations of the world have not fulfilled their promised support, so he will make a claim to respect the agreements of the Group of the 20, for the World Bank and the International Monetary Fund help the poorest countries.

The Brazilian President announced the proposal of an initiative coming from the BRIC Bloc (Brazil, Russia, India and China) to invest 12 billion dollars in agricultural development for three years.
