Panama -
Panamanian President Martin Torrijos signed
a law Monday declaring the Panamanian island
territory as an area of special development
and regulates the awarding of spaces in
coastal zones. This legislation also
dictates regulations for the use of these
islands by means of a regularization
process, with massive delivery of property
titles with the corresponding rights.
According to the new law, the use of the
island territory will be submitted to
national security regulations imposed by the
Constitution of the Republic of Panama.
The zones of mangrove swamps, indigenous
communities, protected areas and any other
territory submitted to legal restrictions,
are excluded.
Strategic and reserved areas for
governmental programs are also excluded.
The legislation will recognize and protect
the original possession of the island lands
of people who prove to having occupied the
lands to live in them, for residence,
environment, tourism, trade or production
work for over five years, without
interruption.
