No Money to Keep
Election Promises in
Guatemala
Some of the promises
that Guatemalan
presidential candidates
have made until today
will have to wait for
funds to be executed,
according to the
nation's 2008 budget.
The Central American
Institute for Tax
Studies said that in
order to improve the
country's security,
education, public health
and infrastructure, the
future government would
need an extra 35 percent
of economic resources.
The total funds
authorized by Congress
for next year is 5.6
billion dollars, an
amount that is not
enough to make all the
changes the candidates
have promised the
people.
At least two billion
dollars would be needed
to keep the promises,
the Institute said.
The two presidential
candidates that will go
to a second round of
elections on November 4
have promised to improve
security, education and
public health, and to
boost the construction
of houses and road.
However, none of them
has been clear about the
origin of the funds
needed to carry out
those projects,
especially because the
government's tax
collection will decrease
