A Panamanian court
confirmed the
prohibition of leaving
the country for three
former officials from
the government of ex
President Mireya Moscoso
that released terrorist
Luis Posada Carriles,
judiciary sources
reported Tuesday.
The Second Higher
Justice Court rejected
an appeal Monday lodged
by former Interior
Minister Arnulfo
Escalona and former
police director Carlos
Bares and former
migration director
Javier Tapia.
Their impediment to
leave the country was
imposed by the 12th
Penal Circuit Court that
follows the process for
abuse of authority in
the release of Posada
Carriles and three
accomplices, who were
pardoned by Moscoso.
Posada and his
accomplices were
sentenced in 2000 for
illegally entered the
country with weapons and
explosives for
conspiring to
assassinate Cuban
President Fidel Castro
during a public act in
this capital.
According to lawyers,
Posada and his friend
received protection and
false documents given by
the former immigration
chief and left the
country two hours before
the pardon was published
in the Gaceta Oficial.
