Guatemala Probes
Government Institutions
The National Civil
Police, the General
Migration Office and the
penitentiary system are
on the list to be
investigated by the
recently created
Commission against
Impunity in Guatemala.
Vice President Eduardo
Stein announced these
institutions are a
priority due to clear
evidence of organized
crime penetration.
The CICIG, approved
Wednesday by Congress,
is based on an agreement
between Guatemala and
the United Nations to
collect private and
public information about
groups that operate in
parallel to
institutions, under
protection of the
official entities.
Government Minister
Adela Torrebiarte
recognized that the
CICIG will be the
essential instrument to
purge the National Civil
Police, said to be one
of the most corrupt
State institutions.
Presence of the
organized crime in PNC
ranks was proven after
participation of several
Criminal Investigation
Division agents in the
assassination of three
Salvadorian deputies and
their driver in
February.
Migration Director
Santos Cuc also
recognized evidence of
mafias that counterfeit
visas and passports to
smuggle people through
border check points and
the international
