Costa Rica Will Have No Choice
To Extradite Kaplan When Found
The gambling911.com website
reports that Justice Minister
and Vice-President, Laura
Chinchilla, will definitely
extradite Gary Kaplan, founder
of BETonSports.com, back to the
United States by the Costa Rican
even though he has yet to be
found.
A federal grand jury in the
Eastern District of Missouri
returned a 22-count indictment
charging 11 individuals and four
corporations on various charges
of racketeering, conspiracy and
fraud. Kaplan, the founder of
BetonSports.com, was named in
the indictment along with the
company itself and the CEO,
David Carruthers. Some of the
marketing people were arrested
in the States.
"The extradition is possible if
they comply with the diplomatic
processes and corresponding
courts, although in the country
of Costa Rica it is not illegal
for a company to take bets over
the Internet, explained
Chinchilla.
Interpol reported that they had
not yet received an American
request to locate Mr. Kaplan.
His location remains unknown,
though he is believed to still
be in Costa Rica.
The Interpol in Costa Rica will
be required to act one the
American request is made and
with the aid of local
enforcement officials, a search
for Kaplan will begin and a
detention can then be made once
he is found. Then it will be up
to the Costa Rican courts to
make the decision of
extradition.
Gamblin911.com believes that
Costa Rica will definitely
extradite Kaplan and refutes
reports to the contrary.
Chinchilla has not confirmed the
news either way,. The
vice-president has simply said
that a decision to extradite
Kaplan or any other person has
nothing to do if a crime was
committed in Costa Rica.
"If a crime was committed in
another country with an
extradition convention with
Costa Rica, as is the case with
Kaplan, then Costa Rica will
have no choice but to
extradite", said Chinchilla.
