Rock Throwing Prank May Result
In Arrests
Authorities are analyzing the
possibility of charging the
responsible for the death of two
people on the Bernando Soto
highway Wednesday, when a group
of children where by the side of
the road throwing stones at cars
passing by.
On stone hit the windshield of a
minibus forcing the driver to
lose control, cross the median
and slam into a oncoming car,
killing two women. The accident
occurred near the Manolo's turn
off, west of the Juan Santamaría
airport.
Authorities investigating the
incident said that if the
responsible are older than 12
years of age, they could be
arrested and serve up to 15
years in prison each.
Residents of the area say that
this is a daily occurrence.
Children frequently fill their
spare time by throwing rocks at
vehicles on the highway and
police do nothing.
In Costa Rica, children under
the age of 12 are not subject to
prison and are placed in the
hands of the Patronato Nacional
de la Infancia (PANI), the child
welfare agency.
However, the victims of minors
can take a civil action against
the parents, who can be found
responsible and compensate the
victim financially.
