Congress At Its Lowest in 15 Years
From May 1, 2004, through April 30, 2005, the Legislative Assembly of Costa Rica passed only 28 laws, the lowest production in the last 15 years.

The numbers for the 2002-2003 and 2003-2004 were 74 and 62, respectively.

Moreover, besides the scant number of laws approved, they stand out for their little importance, so much so that 10 out of them are authorizations to public institutions, international agreements, and budgets.

During that term, the only outstanding laws are the one against corruption and illegal enrichment while in public office and the one that regulates fishing, both of which had been in the legislative agenda for five years.

An amendment to the regulations of the Assembly that seeks speeding up the voting was approved by the current legislature, but so far it has not been tested, even though its promoters claim that it will speed up decisions.
