Suspect arrested after fatal shooting of US man in Heredia

January 18th, 2016 (ICR News) The Judicial Investigative Police (OIJ) managed to capture a suspect just hours after the fatal shooting of a US man in San Pablo de Heredia Saturday evening.

 

The 18-year-old suspect was identified by the last name Mendez, while the 20-year-old victim was identified as US citizen, Jerrill Robinson.  It was not immediately clear how long Robinson had been in Costa Rica or if the man was here as a resident or tourist.

 

According to witness reports, the two men were arguing in the street around 4 p.m. when the suspect pulled a firearm and shot the victim in the chest and fled the scene.  Some witnesses described the argument as seeming personal in nature.

 

Paramedics declared the victim dead at the scene.

 

The OIJ reports that the suspect has no criminal record.

    Now that’s a fast arrest and proves The OIJ is good at what they do and that they really DO go after those who harm U.S. Citizens, despite what people on this site have said against OIJ.

      Stay tuned. There’s a world of difference between capture, trial, and conviction. Investigative faults will come to light, the courts could exercise their much-loved judicial activism and free the “pobricito” on grounds of just cause, family to support, or the latest: no room in prison. Call me a cynic but the world according to Costa Rica is a strange animal.

        I know you are right Hogan. That’s why so many, if not all, police
        officers just don’t go out on a limb or try too hard to capture any
        criminals. Here in this case the OIJ has done an exceptional job , but
        what happens from now on is out of their hands.

          This shooter has a hair trigger and will surely do this type of crime again, especially since he wasn’t behind bars for more than a nano second.

    Why only release the last name of the suspect and no other personal data? I’m relatively new to CR and still trying to understand the laws/customs. Maybe ICR can shed some light on this?

      Their full names are not released until they are formally charged.

        Thanks Tim, but if this suspect’s rights are violated by disclosing his identity before charges are filed, then disclosing even a last name could potentially enable someone close to the suspect to identify him, right? Maybe it is not a legal matter, but rather OIJ policy, perhaps?

          You are correct. This is basically policy or “unwritten rules” that the OIJ and other LEO agencies use here. There are scarce few actual privacy laws here, though libel/defamation laws are strict.
          However, if charges are brought against the suspect, at that time their full name, DoB and cedula (national ID) number all become public record (though here at ICR we never publish anything other than their name and age).

      His full name is Kevin Mendez Alfaro of Heredia. He was released from prison yesterday because none of the witnesses would come forward because they’re afraid of retaliation from his family. It’s sick how he just gets to walk free after brutally murdering an American!!

    This Costa Rican Varmint now has a taste for blood, Gringo blood that is… so we will certainly hear from him again. He has been emboldened by the weak structure of Costa Rican laws and he probably feels invincible at this point. I mean to draw a gun and fire a bullet point blank into the guy standing in front of you and simply walk away because you are feared,sends a bad signal into the pea sized Costa Rican brain this simpy wimpy pimpy bastard possesses. Not to mention what it shows to all Costa Ricans who now see how easy it is to wipe the smug smile off the faces of those uppity rich fat Gringos who have thrown their weight around and embarrassed us and taken the best of our women away by simply opening their “made in America” wallets.
    Imagine,getting pissed off and shooting and killing someone….and walking away before you even get hungry for dinner? He has GOT to be on a power trip of an astounding magnitude.
    I can hear the spurs a janglin’ from the heels of his snake skin boots as he walks away, even as we speak.
