Costa Rica government issues draft decree authorizing IVF hours before deadline

September 3rd, 2015 (ICR News) The Solis administration released a draft decree on Thursday morning authorizing in-vitro fertilization (IVF) in public and private medical centers.
The draft decree was sent Thursday morning to the Board of Physicians and the country’s social security and public health administration known as CCSS for review, with President Solis promising to sign the decree within five days.
President Solis said in July that his office would issue regulations by September to comply with a 2012 ruling by the Inter-American Commission on Human Rights.
The administration issued the decree at the very last moment, just six hours before the country was set to explain to the court today how it was complying with the court’s 2012 ruling lifting the country’s ban on IVF.
In-vitro fertilization was banned in Costa Rica in 2000 under pressure from the Catholic Church, and has long been the only country in the Americas to ban the reproductive procedure.
