Costa Rica regulator proposes rates for large-scale solar generation

April 28th, 2015 (InsideCostaRica.com) Costa Rica’s public utility regulator, ARESEP, has proposed wholesale rates for the large-scale generation of solar energy, a move that may bring large-scale solar projects a step closer to reality.
The regulator is proposing a wholesale pricing band between $0.0751 and $0.1794 USD per kilowatt-hour.
If approved, the introduction of a pricing scheme could provide the impetus for the creation of large-scale solar projects in the country, which has been hindered, in part, because the regulator had not established pricing for such generation.
The proposed pricing would apply to projects up to 20 megawatts of installed capacity. The proposal will be subject to a public hearing on June 8th.
If approved, pricing would be reevaluated once per year. The pricing would be regulated under Ley 7.200, which regulates the trading of electricity between the State-operated electric utility, ICE, and private generators.
