April 1st, 2015 (InsideCostaRica.com) Mobile carriers Kölbi and Movistar are promising to improve the speed and coverage of their mobile data networks this year.

ICE’s Kölbi unit is increasing the capacity of its backend infrastructure to prevent bottlenecks on both its 3G and 4G LTE services, and promises to expand its 4G LTE network throughout the country this year, according to La Nacion.

Movistar, for its part, plans to expand its 4G LTE coverage to 65% of the population, up from 40% at the end of 2014.  The company will also increase its 3G capacity by 20%.

A Claro spokesperson also told La Nacion that the company has “very aggressive” plans to expand and improve its mobile data services.

ICE/Kölbi is also expected to begin offering so-called “fiber to the home” service in the greater San Jose metro area by the end of the year, offering high-speed fiber optic connections to residential subscribers that will deliver Internet, digital television and digital phone service.

Kolbi needs to improve more than its data speed.

I stupidly signed a five-page one-year contract for 3G service from Kolbi on the promise of the clerk that it would be 3G. Even more stupidly, I allowed the clerk to flip to the last page of the contract and have me sign it without reading it.

Well, I mangaged to connect to the internet about 20% of the time, and neither fiddling with it nor calling customer service improved matters. Worse, when I read the contract I saw that ICE only promised an internet speed “up to 3G” with a minimum that is insufficient to connect to anything, even email.

Basically, the ICE clerk lied to me, sold me a service that didn’t work, and put me in the position of not paying my monthly bill. That works, sort of, since ICE did cancel my service, but something tells me that I will forever have an outsanding debt with ICE and that will be forever attached to my cedula number.

Sorry, I’m no fan of ICE–which is not to mention the time they screwed up my phone bill so badly I had to cancel that service too.

I think ICE is worse than incompetent. It’s also dishonest and crooked.

ICE is a ridiculous monopoly and should be put out of business SOMEHOW! They do what they want, when they want and how they want. I have told this story before- I came into country and was forced to buy the cheapest cell phone they had ( $300 or more) was just getting settled in and was late on a payment–ICE canceled my service and blackballed me for 6 months or more from having any service and permanently deleted my new number. Like I was a prisoner in some communist country with no rights . This was just before the new cell companies came in. ASSHOLES–COSTARICAN ASSHOLES!!! You can have that shithole–I am outta there!!!!! NEVER TO RETURN!! Too many nice places to live where you are free from all the Costa Rican Tico bullshit!!! I have other stories where ICE employees just sit with that stupid vacant smile and laugh at us ( secretly)when we get angry at their incompetence, it is just entertainment to them when we get angry and they get a chance to screw up a Gringo. In case you are a newby who doesn’t know shit–the Ticos are jealous of Gringos, they hate us and at any time a Gringo is hurt or messed up in ANY way–it makes their day. Ticos are SHIT as a culture. Individually you might find a good one but as a whole–they do NOT like Gringos and they will lie . cheat and steal to themselves and Gringos all day long. I actually believe they study on how to cheat each other all day long. And to get over on a Gringo makes their day. Can I ask you…..WHY ARE YOU THERE?

Don’t complain about your WIMAX service. I did, I told them they were not fulfilling their contract with me a week later they reduced my speed. Kolbi WIMAX has over sold its bandwidth so anyone who has this service is being ripped off. We only have WIMAX offered for internet service where we live. Go hear and look at you connection any packet over %5 is real bad and a large number in the Jitter is bad to. It will give you an A-F rating. http://www.pingtest.net/ Just saying. Ken we are in the same club!

The local ICE office (Dominical) told me that they had over 900 applications for WiMax, so they were cancelling that service as they could not meet the demand. I have a 3G modem, supposedly to 2 Mbps, which I’ve never gotten. I do get 1.6 – 1.7 in the early morning-3:30 or so. But during the day, I’m lucky to be able to read and answer my email. While ICE has some very congenial employees, they are not empowered to do anything useful except listen and nod. As a corporation, they are worse than incompetent, and it is useless to complain. AND they won’t turn on the power to some of the competition’s cellular towers, I’m not positioned to take advantage of the limited competition that is available.
