Meanwhile in other news armed criminals, fraudsters, rapist, muggers and thieves do ZERO time in prison do to this badly broken system. GOD SAVE COSTA RICA… Because the lawmakers will most definitely not.

Costa Rica Government you have to be KIDDING ME. As Daryl said, what about all the CRIMINAL COPS AND ATTORNEYS HERE THAT SOLD MONEY, BROKE INTO HOMES, ATTORNEYS STEALING MONEY OUT OF THE GRINGOS BANK ACCTS… WHERE IS THE LAW FOR THEM.
SOLIS GET A GRIP… AND A STRONG HAND FOR THIS COUNTRY OR ALOT OF GRINGOS ARE LEAVING AND TAKING MORE JOBS AWAY FROM THIS COUNTRY.. NOT THE PARIDISE IT USE TO BE.

In fairness to President Solis, the president of Costa Rica is little more than a figurehead. The legislative assembly and judiciary are separate branches of the government that more often oppose the president than not. The last president tried many reforms only to meet opposition from the legislature or have the courts strike down those initiatives.

The judiciary here clearly needs to be reformed, and some serious sanctions against corrupt lawyers and law enforcement officials is definitely in order. Given the extent of corruption here, despite my general opposition to workplace polygraphy, I see little possibility of curbing this corruption until all law enforcement officers, attorneys, and judges (also people in Immigration and those who issue drivers’ licenses) are routinely polygraphed about illegal activity at least yearly and preferably semi-annually.

There is probably little short of writing a new constitution that will change governmental impotence here.

Two old men steal and slaughter a cow valued at less than $1000USD, probably to provide them with food, and get five years each. Meanwhile poachers kill endangered species for trophies or profit and officials look the other way. Others break environmental laws by destroying coastal habitats or discharging raw sewage into waterways and get off with only small fines. Still others rip off the life savings of hundreds of people and never spend a night in jail.

These guys must not have any money or they would have paid restitution and had the charges dropped. Once again, the poor are victims of a system that provides them with a different status, It is a shame that there is not an agency here that solicits money to be used by people like these men to buy their way out of first offenses like this one. Of course, if the courts could be depended upon for justice, that wouldn’t be necessary.

Dude–I am sorry to have to say this, but I believe you might want to re-think this idea of setting up an agency to pay thieves. The poor are victims? These are THIEVES!!! and you want to set up an agency to pay them for stealing? and 1st offense? WHAT? 1st time getting caught you mean. You want to pay them to get out of jail? . If I caught them stealing a cow from me? well….. Let’s say I have worked my ass off in the hot sun and went to bed tired and saved and saved, denying myself many pleasures until I finally saved enough money to buy a cow, which I then had plans to do this or that with the cow so that I could sell it and use the money for another plan to prosper and not have to work out in the hot sun anymore, and then some thief who sleeps all day ( while I am out in the hot ass sun working my ass off and breaking my back) wakes up in the cool of the night and sneaks over to steal all I have worked and slaved for and saved and denied myself fun and simple pleasures so I could invest to prosper, and these assholes come and STEAL it from me? And you want to set up an agency to give the thieves money to get out of trouble so that they can go out and steal more cows from hard working people? They steal your wallet or break your car windows in broad daylight to steal whatever they want, anything so they don’t have to break their asses working like the rest of us.

Ticos lawmakers and enforcers are the biggest idiots on planet earth, they cannot ever find a balance for justice they are either too far on the left or too far on the right but never in the middle.
