Costa Rica files complaint against Nicaragua at the U.N.

October 2^nd, 2012 – Costa Rica filed a complaint against Nicaragua yesterday before the United Nations, stating that the country has not followed through with orders from the International Court of Justice in regards to the preventive measures ordered in regards to the dispute in the San Juan River area.

In November, 2010, Costa Rica says it became the victim of a Nicaraguan invasion in “Isla Calero”, and sought help from the International Court of Justice.

Enrique Castillo, Foreign Minister, said Nicaragua had “mocked the court orders”.

In March, 2011, the court approved a series of preventive measures, and ordered both countries to not send or have any personnel in the area.

According to Castillo, Nicaragua has not followed through, and continues to send personnel to the area.

“They have clearly challenged the court with (their actions),” he added.

He also said that the Costa Rican government did not want the friendship between the two countries “to become obscured” because of the situation, however, “Nicaragua is not complying with the preventive measures, and we are reporting it again in this court.”

Castillo also talked about the need for regulation on behalf of the UN in regards to measures against drug trafficking, as well as the urgency for preventive diplomacy and mediation, and the need for an Arms Commerce Treaty.
