Haroldo Rodas, ministro de Relaciones
Exteriores de Guatemala, confirmed yesterday
that his country has refused the SICA
presidency, respecting that it's Costa
Rica's turn to head the Integración
Centroamericana (SICA), beginning July 1.
Bruno Stagno, Costa Rica's foreign minister
confirmed that he received a call from Rodas
to tell him that his country would be
respectful of the SICA protocol and the
rotation of the presidency of the Central
American agency, which falls on the hands of
Oscar Arias.
The SICA presidency is currently in the
hands of Nicargua's president, Daniel
Ortega, who decided to by-pass the rotation
and hand over the presidency to Guatemala's,
Alavaro Colom.
The decision to pass over Costa Rica was
confirmed earlier this week by Nicaraguan
vice-chancellor, Manuel Coronel Kautz,
saying the move was due to Costa Rica's
differing position than that of the rest of
Central America, evidenced by Arias'
skipping meetings held over the last six
months, three of which were held in Managua.
Stagno said that, during their telephone
conversation, Rodas was clear that Guatemala
never solicited the change in the rotation.
The SICA presidency is rotated every six
months between the presidents of Central
America.
Costa Rica has declared deplorable the
actions of Nicaragua and the language used
in the announcement, calling it direspectful,
inappropriate and hostile. |
