Only One Bidder For the
Liberia Airport
Expansion
Only one company, the
Houston Airport System
Development Company (HASDC),
has made an offer to
build and operate the
new passenger terminal
at the Daniel Oduber
Quirós airport in
Liberia. The HASDC is
the same firm interested
in completing the work
at the Juan Santamaría,
San José airport.
According to Karla
González, ministra de
Transportes, only the
HASDC has made a bid for
the work although 13
firms had shown
interest.
The Oduber airport is in
urgent need of an
expandion due to the
increased number of
visitor arrivals and to
allow airline counters
and boarding gates to
handle up to 1.500
passengers from the
current 600.
González did not offer
any explanation as to
the lack of interest by
other bidders, putting a
positive spin on the
situation, saying that
if the Houston offer is
accepted, the process of
awarding the project
will be much faster as
there will be no other
bidders who could
possibly appeal the
decision.
However, the reality may
be different, as the
government may be forced
to cancel the bid the
and start a new one.
The decision whether to
accept the Houston offer
will be known in about
three weeks, as
officials of the
Aviación Civil y del
Consejo Nacional de
Concesiones review the
offer. If the technical
aspects of the offer are
accepted, the process of
financial analysis then
begins.
When the Ministerio de
Obras Públicas y
Transportes (MOPT) put
out the bid it estimated
that the new terminal
would cost us$18.9
million dollars and
would take 12 months to
complete. The details of
the Houston offer where
not revealed.
The MOPT hopes to have
the construction of the
new terminal underway by
early 2009 and have it
open by 2010. |
