Vertical, VP Says
Costa Rica's vice
president, Laura
Chinchilla, speaking at
the IV Congreso Nacional
de la Construcción
(fourth national
construction conference)
said that Costa Ricans
have to start building
vertically to take
advantage of ground
space and have to
promote an more orderly
urban development in the
coming years.
According to Chinchilla,
urban development has
been chaotic for many
years causing
environmental problems
and social segregation.
Going vertical is one
option that Costa Ricans
have, according to
Chinchilla, adding that
there exists much
underutilized urban
space.
Chinchilla added that
the vertical planning of
residences is being
incorporated in the
urban planning of the
Ministerio de la
Vivienda (housing
ministry).
The vice president
expressed concern of the
fast and disordered
urban growth of the Gran
Área Metropolitana (San
Jose), which has been
going on for many years
and is now time to
correct the problem to
avoid more urban
problems and
contamination.
The population in Costa
Rica has more than
doubled in the last 35
years, passing from 2
million in 1973 to some
4.2 million today, and
the major growth being
in the the Gran Área
Metropolitana, where
almost half of the
present population
currently live.
To break the cycle,
Chinchilla said that a
development plan from
the GAM is required,
along with a modern
system of floor plan
records and real estate
registry.
The vice president, in
her comments, was
emphatic that there must
be limits set on floor
use.
