Venezuela on Verge of
New Constitution
The Venezuelan
constitutional reform
project enters Friday a
new decisive stage after
being approved in the
Congressional session
and delivered to the
National Electoral
Council (CNE), in charge
of calling its
referendum.
Today's agenda includes
the sanction of the
initiative of changes as
a whole, with 15
transitory regulations
and 69 articles changed,
33 of them included in
the initial proposal by
the Republic's President
Hugo Chavez.
Another 25 chapters were
added after over 5,000
public consultations,
while discussion in the
National Assembly
provided reforms to 11
articles more.
Once this step has been
firmed up, the electoral
power will receive the
project already
sanctioned and will
issue the call to
popular consultation,
which must have a margin
narrow of 30 days as of
the official
announcement.
The CNE includes
December 2 as probable
date of that step and
the country has been
working for several
weeks on the arrangement
for their structures to
guarantee efficiency and
clarity on the day of
the vote.
That call will open a
space for the campaign
of blocs for and against
the initiative, which
even includes the
possibility of TV
