Honduras for
Penitentiary Reform
The Honduran Centre for
the Prevention,
Rehabilitation and
Treatment of Victims of
Torture CPTRT demanded
the urgent passing of
the Penitentiary System
Act, Hondudiario paper
highlighted Thursday.
The demand is submitted
to Legislative Power,
for the more than 300
prisoners that have died
in Honduras from 2003 to
date, the document
assures.
CPTRT specified the
terrible conditions
prisoners live in,
discrimination of groups
and the privileges only
some can enjoy,
overcrowding, lack of
control, among other
aspects, have caused
suicides, violent
deaths, massive
jailbreaks, rebellions
and fires.
Only during 2006, around
30 prisoners were
murdered in the National
Penitentiary, which is
supposed to be the
safest prison of the
country.
The new penitentiary
policy should respect
human dignity and favor
rehabilitation, so that
reinsertion within
society is encouraged,
once the prisoners serve
their sentence.
