Anti-Reelection Public Manifesto
in Paraguay
Former Paraguayan legislators
from several political
affiliations are preparing a
public manifesto against
reelection aims by President
Nicanor Duarte.
According to them, the document
will be revealed this week and
seek to clarify the
impossibility of authorizing
re-election through an amendment
in the Constitution, as the
governing party intends.
National Constituent Assembly
president Oscar Facundo Insfran,
Diogenes Martinez, Bernardino
Cano and Estanislao Llamas,
Liberal Federico Callizo and
Pais Solidario representative
Jose Nicolas Morinigo signed the
statement.
Martinez stated the aim of the
text is to give people
information on the regulation,
unanimously approved in the
editing commission.
The first Paraguayan Law, in
force since 1992, does not admit
the continuity of heads of
State.
This prohibition was included by
the constituent assembly to
avoid another experience like
that of dictator Alfredo
Stroessner, who governed the
country with firm hand from 1954
to 1989, organizing periodic
elections, but with oppositions'
