Legislature Desktop Computers Are A  Nuisance
After spending ¢35 million colones (us$67.500 dollars) to install computers, many still keep to the old, preferring to use pen and paper, while others say they lack the expertise to use a computer. So, the investment to install computers at the bench of each legislator in the Legislative Assembly, seems to be a total loss.

Watching the local channel that transmits the legislative proceedings live, the desktop computers go untouched by most legislators.

Some legislators acknowledge that they have gone up to a month at a time before even turning on their computer, mainly for lack of interest in using the technology. The legislators just aren't interested in using the computers at their legislative branch that can access the internet, their email and communicate with their office.

According to Eduardo Sánchez, legislator for the Partidoa Unidad Social Cristiana (PUSC), "I am antiquated, I was a legislator when the legislature had telephones at each bench, which are no longer there. I miss the space that the computer takes up at my bench".

For a few others like legislator, Francisco Molina, of the Partido Acción Ciudadana (PAC), has a different opinion, admits to using his computer, especially when a fellow legislator is making a "boring" speech.

Francisco Antonio Pacheco, president of the Legislature, has criticized the investment. Pacheco criticizes the decision made by the former government to have the desktop computers installed, while portable computers are what is used more and more by most legislators.

"They block the view and become a nuisance on such a small desk", said Pacheco, referring to the bulky folding monitors.
