The struggle for natural forests
to be included in the carbon
sales include in the Kioto
Protocol was acknowledged at the
14th Forum of the Environment
Ministers of Latin America and
the Caribbean, held in
Venezuela.
Costa Rican Minister
Manuel Rodriguez was chosen
Minister of the Year by his
peers.
He has led the
integration of a Latin American
bloc that promotes the payment
for environmental services in
the region as a means to protect
nature.
"In the Kioto Protocol,
natural forests were not deemed
subject of carbon deals, which
were applied only to reforested
areas. Our task has been to open
new avenues and we already have
the support of nations such as
Brazil to renew the
international discussion on the
issue," Minister Rodriguez said.
He added that the Costa Rican
initiative is also supported by
international organizations,
such as the Inter American Bank
for Development, which defines
this country as an example to be
followed.
