Fiscalía to Investigate Papagayo Concessions
Amid accusations of irregularities and yesterday's resignation of President Pacheco's Chief Protocol officer, Jorge Arce, the Fiscalía de Delitos Económicos, is investigating eight properties that were granted concession in Papagayo.

The Fiscalía (prosecutor's office) says that four of the eight concessions were granted to to Somersen, a partnership between former tourism minister, Rubén Pacheco and Bernardo Martín Moreno, the Spanish businessman who was made an Honourary Consul and published President Pacheco's book last December.

The four lots in question have been or are under development in the areas of playa Chorotega (also known as playa Panamá) in the Sardinal district of Guanacaste, on the southern edge of the Papagayo Peninsula that includes luxury hotels and residential properties.

The Daniel Oduber airport in Liberia, minutes away from the Papagayo Peninsula was expanded to allow the increase tourism to the area that now includes one of the most luxurious hotels in the region, the Four Seasons resort.

The land is being developed by a company registered as Enjoy Hotels & Resorts, that names former minister Pacheco as president. The same company offered Somersen of Spain to invest in the development of a residential and hotel project that includes a 18 hole golf course.

Somersen is controlled by Bernardo Martín Moreno, who also controls the Spanish company Ateneo, that published and printed president Pacheco's book free of charge and was made Costa Rica's Honourary Consul of Sevilla, Spain.
