Late yesterday afternoon,
Randall Vargas, lawyer for the
Corporación Fischel, who has
been in preventive detention
along with Fischel president,
Walter Reiche Fischel and others
that include former president
Rafael Angel Calderón, tied to
the Fischel-Caja scandal, has
been set free on the payment of
a ¢5.000.000 colones (us$10.500)
bail.

Public Sector Vacation Period
Announced
The
government announced this week
the Holiday vacation schedule
for public sector employees
which will see many public
offices closed between 20 and 31
December. However, since January
1 (a Statutory holiday) and
January 2 is a Sunday, public
employees won't return to work
until 3 January 2005 at the
earliest.

Is Latin
America Really a Carbon Market
Pioneer?
Latin America is a big player in
the world's carbon market: the
region has already negotiated
210.6 million dollars of carbon
emissions trading in the context
of the Kyoto Protocol, which is
to take effect in February 2005
and has rekindled the debate
about how best to fight global
warming.
The region's countries presented
46 projects under the treaty's
Clean Development Mechanism (CDM),
which could reduce emissions of
around 55 million tons of carbon
dioxide (CO2), the main
greenhouse gas, produced from
the combustion of fossil fuels.
Latin America, second only to
Asia, is at the forefront of
efforts in the developing world
to reduce greenhouse gases,
which are responsible for global
climate change. more
