Legislator Proposes
Change That Would
See Inefficient Public
Officials Sanctioned
Employees of state
institutions and
agencies could face
sanctions if the
country's legislators
have their way.
Carlos Gutiérrez of the
Movimiento Libertario
(ML) party, wants a
clause added to Ley
8220, Ley de Protección
al Ciudadano, that would
sanction public
employees for abuse of
authority, not
completing their duties
or treating the public
poorly.
Public employees could
face firing without
cause and pension,
according to the
Gutiérrez proposal.
Gutiérrez said that
although Ley 8220 is in
effect it is practically
useless to protect the
rigts of the public
against bad public
officials and the
service they provide, or
not provide.
"The public official
should be efficient in
carrying out their
duties, carry out their
function with a speed,
quality and
responsibility", said
Gutiérrez.
According to the
proposal, a public
official that is found
negligent in his or her
duty, would face written
reprimand on their
employment record and if
found to commit the same
offence or found to
demand of the public
more paperwork than is
necessary, would be
suspend for up to one
month with salary. For
public officials who
commit serious breaches,
they will be fired
without cause and
pension.
"It is not possible that
one goes to a municipal
office for a simple
process and is demanded
to produce documents
that may not even exist
or be available. This is
a barbarity that must
come to a end", said
Gutiérrez.
According to Gutiérrez
the change would reduce
the cost of the
processes for both the
State and the public. |
