has declared illegal all telephones calls made using the internet, or
'bypass' as it calls it, evading the monopoly that ICE has over
telecommunications.

Billfishing, Central American Style
Anyone who
billfishes in the mid-Atlantic is keenly aware of the downsides of the game.
You rise at 4 a.m., pound through rough seas getting to the Gulf Stream,
might troll all day without raising a fish, then beat yourself silly going
60 or 80 miles home.
..."Ticos" is what locals call themselves. "Que rico!" is their favorite
expression, used to celebrate the richness of life, nowhere more evident
than 20 miles at sea where the bottom drops to unfathomable depths and
sailfish and blue, black and striped marlin roam the warm, cobalt-hued
waters.

CAFTA: A View From Central America
From the start of trade negotiations on January 8 of last year, through nine
for-mal negotiating rounds that followed, and now as legislators begin to
study the treaty’s final text, the proposed Central America-United States
Free-Trade Agreement (CAFTA) has divided the region. Thirteen months of
negotiations concluded January 25, as the last of the Central American
countries—Costa Rica—joined Guatemala, El Salvador, Honduras and Nicaragua
as part of CAFTA.
