Hands
Down
Decision
Against
Nicaragua
in
February
It's
been
three
weeks
and
nothing
yet and
all that
Costa
Rica can
do is
wait.
And
wait.
Maybe a
decision
will
come
next
month.
On
January
11 the
International
Court of
Justice
in The
Hague
opened a
three
day
hearing
on Costa
Rica's
filing
an
injunction
to have
Nicaragua
stop the
dredging
of the
San Juan
river
and the
removal
of its
troops
from the
Isla
Calero
while
the case
is
before
the
courts.
The
hearing
took in
the
arguments
of both
sides,
then the
magistrates
retired
with a
decision
pending
in
weeks.
Just how
long for
the
decision
to be
handed
down is
anyone's
guess,
only
that the
full
court
case
could be
four or
five
years
before
reaching
the
courtroom.
Costa
Rica's
vice-chancellor,
Carlos
Roverssi,
is
positive
that a
decision
will
come in
the
first
week in
February.
Roverssi
explained
that it
is the
custom
of the
Court to
give
inform
the
parties
five
days
ahead of
reading
of the
decision,
a notice
that
could
come any
day now.
Meanwhile,
Costa
Rica's
Foreign
Minister,
Rene
Castro,
has been
jaunting
through
Europe,
meetin
with
governments
and
no-governmental
organizations,
seeking
support
for
Costa
Rica's
case.
In
Nicaragua,
the
fourth
dredger
has
arrived
as the
Nicaraguans
decided
to
increase
their
efforts
in the
area,
adding
three
dredgers
that
would
reduce
the work
from
four
years to
one, and
continues
to
maintain
a
military
presence
in the
area in
dispute.
One of
the
conclusions
of
Nicaragua's
action
is the
use of
the San
Juan
conflict
to boost
the
popularity
of
Nicaragau's
president,
Daniel
Ortega
and his
bid for
re-election
this
year.
Ortega's
party,
the
Frente
Sandinista
de
Liberación
Nacional
or FSLN*,
voted in
the past
week to
nominate
Ortega
as their
presidential
candidate.
*The
Frente
Sandinista
de
Liberación
Nacional
(Sandinista
National
Liberation
Front)
is a
socialist
political
party in
Nicaragua.
Its
members
are
called
Sandinistas
in both
English
and
Spanish.
The
party is
named
after
Augusto
César
Sandino
who led
the
Nicaraguan
resistance
against
the
United
States
occupation
of
Nicaragua
in the
1930s
